COMSTECH

Le COMSTECH, Comité ministériel permanent pour la coopération scientifique et technologique de l’Organisation de la coopération islamique (OCI), a lancé son programme de bourses de recherche destiné aux jeunes chercheuses.

Cette initiative vise à soutenir les jeunes femmes scientifiques engagées dans la recherche autochtone au sein des États membres de l’OCI. Le programme a pour objectif de promouvoir l’excellence scientifique, de renforcer les capacités de recherche et de contribuer à freiner la fuite des cerveaux parmi les chercheurs talentueux de la région. Les subventions peuvent être utilisées pour l’achat de petit matériel scientifique, de consommables et d’ouvrages spécialisés.

En réponse, l’OIC-COMSTECH a reçu 690 candidatures, dont 607 provenant du Pakistan et 83 d’autres États membres de l’OCI.

Les propositions de recherche des candidats présélectionnés ont été évaluées par des experts externes, et les chercheurs suivants, issus de différents États membres de l’OCI, ont été sélectionnés pour bénéficier de bourses de recherche pour l’année 2025-2026.

Introduction

The COMSTECH Youth Leaders Program (CYLP) is a groundbreaking initiative by the Standing Committee on Scientific and Technological Cooperation of the Organization of Islamic Cooperation (COMSTECH). The program is designed to empower and equip the youth of OIC member states with the skills, knowledge, and opportunities necessary to lead advancements in science, technology, and socio-economic development.

In alignment with the global Sustainable Development Goals (SDGs) and the developmental needs of OIC member states, the CYLP provides a unique platform for young professionals to work at OIC-COMSTECH Secretariat for a period of 3-6 month. This initiative will enable them to engage with policy issues, develop innovative solutions, and foster collaborations, and propose activities which promote S&T cooperation among OIC member states that address pressing global challenges.

Focus Areas

The CYLP will concentrate on policy issues and activities related to the following priority areas:

Sustainable Agriculture and Food Security, Environment and Climate Change, Renewable Energy, Future Technologies, Manufacturing (CAD & CAM), Science Communication, S&T Policy, Water Resource Management, etc

Program Objectives

The CYLP aims to achieve the following key objectives:

• Empowering Future Leaders: Equip young professionals with advanced skills and global perspectives to take on leadership roles in their fields.
• Promoting Innovation: Encourage the development of creative solutions to address global challenges, including climate change, poverty, and education access.
• Strengthening Collaboration: Build networks among institutions and scientists across OIC member states to facilitate the exchange of experiences, knowledge, and best practices.
• Fostering Inclusivity: Ensure representation from diverse social, economic, and gender backgrounds, creating an equitable platform for sustainable growth.

Eligibility Criteria

The CYLP is open to candidates who meet the following criteria:

• Age: Below 35 years.
• Education: 16 years or above
• Applicants must be from an OIC Member Country
• Proficiency in English, Arabi or French is essential.
• Commitment: Willingness to commit to a 3–6-month training program at OIC-COMSTECH Islamabad, Pakistan.

Expected Outcomes

• Capacity Building: Young leaders equipped with the tools and expertise to drive change in their home countries.
• Policy Advancement: Enhanced policymaking capabilities in critical areas.
• Collaboration: A robust network of youth leaders committed to advancing the shared goals of OIC member states.

Introduction :

Les États membres de l’Organisation de la Coopération Islamique (OCI) possèdent une expertise technique abondante et de capacités humaines spécialisées dans divers secteurs de développement. Des études de terrain et des rapports d’enquête révèlent que ces compétences nationales et ces capacités locales ne sont pas systématiquement utilisées à leur plein potentiel, tant au niveau national qu’en termes de coopération interrégionale et internationale. Cette sous-utilisation des ressources humaines disponibles a un impact négatif sur les progrès du développement durable de ces pays et exacerbe le problème de la fuite des cerveaux, les individus ayant du mal à trouver un environnement approprié pour réaliser leurs aspirations.

Le paysage spécialisé des capacités humaines au sein des États membres de l’OCI, caractérisé par des capacités techniques, se distingue également par sa diversité et sa complémentarité. Ce réservoir collectif d’expertise couvre un large éventail de besoins techniques cruciaux pour le processus de développement. Il existe donc un besoin croissant d’une initiative pratique, rentable, ciblée, régulièrement mise à jour et intégrée aux structures gouvernementales et aux priorités politiques. Cette initiative devrait donner la priorité à l’échange d’expertise technique entre les États membres de l’OCI, en s’appuyant sur une approche volontaire et non monétaire pour favoriser la coopération.

A travers son programme de service d’experts COMSTECH, COMSTECH vise à créer une plateforme comprenant un réseau solide d’experts techniques, notamment des ingénieurs, des technologues, des techniciens et des professionnels. Ces experts organiseront des sessions de formation pratique et des échanges de connaissances dans divers domaines techniques au sein des États membres de l’OCI, répondant aux besoins de fonctionnement, de maintenance et de dépannage des équipements scientifiques et de recherche haut de gamme, ainsi que des logiciels. La fourniture de ce service sera adaptée aux exigences spécifiques et à l’évaluation des besoins des bénéficiaires, qui peuvent inclure des universités, des instituts de recherche, des entreprises privées ou des laboratoires. Cette initiative vise à favoriser la collaboration, à promouvoir le développement durable et à renforcer les capacités techniques des États membres de l’OCI.

Objectifs :

• Permettre le transfert d’expertise technique, de meilleures pratiques et de solutions innovantes entre les pays membres de l’OCI
• Renforcer et améliorer les capacités techniques des pays membres de l’OCI par le biais de formations pratiques, de programmes de renforcement des capacités et d’initiatives de transfert de technologie.
• Établir un réseau d’experts, d’ingénieurs et de technologues dans les pays membres de l’OCI pour faciliter la collaboration continue, le partage des connaissances et l’apprentissage entre pairs.
• Répondre aux besoins sectoriels et aux priorités stratégiques des États membres en évaluant les besoins et en offrant des services spécialisés en conséquence.
• Faciliter l’accès des États membres à des services techniques spécialisés et avancés qui ne sont pas disponibles localement, réduisant ainsi les coûts associés à l’acquisition de ces services.
• Renforcer la collaboration et les partenariats entre les États membres de l’OCI en tirant parti de l’expertise et des ressources au sein de la communauté de l’OCI pour un bénéfice mutuel
• Renforcer les valeurs du volontariat, de la philanthropie et de la solidarité, en mettant l’accent sur la responsabilité sociale et humanitaire partagée.

Domaines de coopération :

L’étendue de la coopération au sein de cette plateforme est définie par les priorités de chaque pays et ses besoins immédiats et permanents. Ci-dessous sont décrits plusieurs domaines qui pourraient servir de point de départ à la plateforme.

• Ingénierie biomédicale/Santé : Équipements médicaux sophistiqués tels que les appareils d’IRM, les scanners CT, les appareils de surveillance de la santé, les systèmes de gestion hospitalière, la télémédecine/e-santé et les instruments de laboratoire.
• Industries manufacturières : Équipements de fabrication de haute technologie, y compris machines CNC, robotique et systèmes d’automatisation.
• Sciences et applications des énergies renouvelables : équipements pour les énergies renouvelables tels que les panneaux solaires, les éoliennes et les réacteurs à biomasse,
• Sciences de l’ingénieur : Machines de pointe en génie mécanique, électrique, chimique et des matériaux qui nécessitent une maintenance et un dépannage spécialisés.
  Ingénierie automobile : Maintenance et réparation de systèmes automobiles, de véhicules électriques et de technologies de véhicules autonomes.
  Ingénierie aérospatiale : Exploitation et maintenance de systèmes d’aéronefs, de drones et d’équipements d’exploration spatiale.
  Ingénierie marine : Maintenance de systèmes de navires, de robotique sous-marine et d’installations d’énergie marine renouvelable.
  Mines et métallurgie : Exploitation d’équipements miniers, de machines de traitement du minerai et d’outils de fabrication de métaux.
• Secteur des technologies de l’information (TI) : infrastructure informatique, y compris serveurs, équipements réseau et systèmes logiciels complexes.
• Sciences agricoles et applications : Équipements spécialisés pour l’analyse des sols, la surveillance des cultures et l’agriculture de précision, la gestion des déchets, la préservation des terres
• Urbanisation et villes intelligentes : technologies telles que les appareils IoT , les réseaux de capteurs et les infrastructures durables
• Architecture : Logiciels et équipements avancés tels que la modélisation des informations du bâtiment (BIM) et les imprimantes 3D.
• Transformation alimentaire : machines pour l’emballage, la conservation et le contrôle de la qualité dans la transformation des aliments.
• Élevage : Équipements pour l’élevage, y compris les systèmes d’alimentation automatisés, les machines à traire et les dispositifs de surveillance de la santé.
• Pétrole et gaz : exploitation et entretien d’équipements de forage, de pipelines et de machines de raffinage.
• Fabrication pharmaceutique : Exploitation de machines de production pharmaceutique et d’équipements de contrôle qualité.
• Infrastructures de transport : entretien des systèmes ferroviaires, systèmes de gestion du trafic et technologies de transport intelligentes.
• CVC (chauffage, ventilation et climatisation) : installation et entretien de systèmes CVC dans les bâtiments résidentiels, commerciaux et industriels.
• Télécommunications : Installation et maintenance d’infrastructures de télécommunications, y compris les câbles à fibres optiques, les tours cellulaires et les systèmes par satellite.

Modalités :

COMSTECH identifiera un expert en fonction de l’évaluation des besoins du bénéficiaire. Le transport aérien en classe économique de l’expert sera pris en charge par COMSTECH tandis que l’institution bénéficiaire/hôte fournira l’hospitalité locale complète, y compris l’hébergement à l’hôtel, le transport interne et les repas.

1. Évaluation des besoins : Les organisations/institutions bénéficiaires sont invitées à remplir le formulaire pour partager leurs besoins et exigences spécifiques. COMSTECH Award for Excellence in Science Communication

This award is being announced for the first time. It is awarded to individuals and institutions in OIC countries engaged in impactful science communication and outreach activities. Outstanding contributions to science communication in academia, journalism, outreach and film making will be recognized. The award carries a certificate, shield of honour, and cash prize of US$ 2,500.

IMPORTANT:

Nominations for the COMSTECH Awards 2025 are invited from science academies, national research councils, universities, research institutions, and internationally distinguished scientists who are citizens of, and working in, OIC member states. Nominations will be judged by the panels of distinguished scientists/experts in relevant field appointed by Coordinator General COMSTECH.

A signed cover letter by the nominating agency/applicant along with softcopies of the relevant nomination papers be sent to COMSTECH Secretariat (awards@comstech.org). Nominations should clearly state the contributions made in the field for which the prize would be given. The nominations must be submitted in the English language and English translation of the related documents must be accompanied along with the following documents.

• Complete application form with signatures
• CV (no longer than 4000 words)
• List of Publications
• Endorsement letter from the Head of Institution

About The Journal

Journal of Science Communication and Diplomacy is an open access, peer reviewed journal published biannually by COMSTECH and Ministry of Foreign Affairs, Pakistan. The journal publishes the research articles and op-eds in the areas of science communication and the diplomacy. The journal will cover all aspects of science communication and science diplomacy for the benefit of humanity.

Author’s Guideline

Researchers and scholars who wish to contribute article for publication to the JSC&D should send their original, unpublished articles in MS word file.

1. The paper should be submitted to cjscd@comstech.org

3. Author should submit her/his brief introduction along with a certificate that the research is not published elsewhere.

Contexte :

Les conflits à travers le monde ont entraîné le déplacement de millions de personnes, ce qui a eu un impact significatif sur la recherche et l’enseignement supérieur pour les personnes touchées. Les conflits armés, les guerres civiles, l’instabilité politique et les persécutions obligent les gens à fuir leur foyer et à chercher refuge dans d’autres pays ou à l’intérieur de leurs propres frontières. De nombreux réfugiés étaient impliqués dans la recherche ou dans l’enseignement supérieur dans leur pays d’origine avant leur déplacement. Le conflit perturbe leurs projets de recherche, leurs carrières universitaires et leurs contributions scientifiques.

Le programme de bourses COMSTECH Science in Exile vise à aider les scientifiques déplacés et réfugiés à rester à jour dans leur domaine, à maintenir des carrières significatives et à être en mesure d’aider à reconstruire leur pays, une fois que les conditions le permettront. En attendant, ces professionnels peuvent constituer des atouts précieux pour les pays dans lesquels ils arrivent.

Le programme de bourses COMSTECH Science in Exile vise à fournir aux universitaires et scientifiques déplacés et réfugiés qui n’ont pas encore trouvé un pays d’accueil sûr et à long terme une opportunité de poursuivre leurs études/recherches, dans les institutions/universités du Consortium d’excellence COMSTECH (CCoE). Dans ce programme, 10 bourses de recherche et 10 bourses de recherche postdoctorales doivent être offertes pour l’année 2024.

Conditions des bourses

• Les candidats doivent être des universitaires et des scientifiques déplacés ou réfugiés :
  i . Vivant actuellement dans n’importe quel État membre de l’OCI et détenant le droit de vivre et d’étudier dans le pays concerné. OU
  ii. Capable de voyager au Pakistan.
  Veuillez noter que le programme ne convient pas aux universitaires à risque qui ont besoin d’une aide spécifique pour quitter leur pays d’origine. Les boursiers sont responsables d’organiser la logistique et la sécurité de leur propre déménagement.
• Ceux qui voyagent de l’extérieur du Pakistan auront droit à un billet d’avion aller-retour en classe économique pour toute la durée de la bourse.
• Les candidats qui détiennent la citoyenneté ou la résidence permanente au Pakistan ou dans des pays tiers sûrs ne sont pas éligibles.
• Les bourses sont offertes pour six mois.
• Sur demande, les institutions d’accueil peuvent fournir un hébergement gratuit aux boursiers de recherche et aux boursiers de recherche postdoctoraux.
• Les candidats ne peuvent postuler que pour l’un des deux types de bourses offerts dans le cadre du programme de bourses COMSTECH Science in Exile.

• 2nd Meeting of the COMSTECH Scientific Advisory Council (COMSTECH-SAC)

Founded in 1981, COMSTECH is the OIC Ministerial Standing Committee on Scientific and Technological Cooperation and is based in Islamabad (Pakistan). It is the leading inter-governmental OIC organization responsible for science and technology in the OIC member countries. The General Assembly of COMSTECH meets biannually in Islamabad at the level of OIC Ministers responsible for S&T. COMSTECH works to strengthen cooperation among the OIC member states in science, technology and innovation (STI), and enhance their capacities in STI, as well as cultivate a culture of science appreciation in OIC societies. Part of COMSTECH’s role is to create an effective institutional structure for planning, research, development  and monitoring of scientific and technological activities at national, regional, and international levels; principally laying the foundation for COMSTECH-SAC and its perceived function.

The current global COVID-19 pandemic has been described as a ‘once in a hundred years emergency;’ an emergency that has highlighted the critical value of effective and integrated science advice mechanisms at all levels of the government, and in all countries. Managing the current acute response and the recovery, nationally and globally, will continue to require a range of evidence from the natural sciences, social sciences and the humanities for the next few years at least.

Needless to say, the above narrative is equally applicable to many chronic and regularly emerging quandaries; quantitative and qualitative in nature, that afflict the efficacy of the science, technology and innovation (STI) ecosystems in OIC countries, and indeed their capacity to harness the power of STI for socioeconomic progress and economic well-being.  Such obstacles include, inter alia, lack of comprehensive Science, Technology and Innovation (STI) policies, and strategies emanating therefrom, the dearth or inadequacy of resources, infrastructure and institutions, gender imbalance in Science and Technology, shortage of trained personnel, prohibitive costs of acquiring knowledge and technology, and barriers to the transfer of knowledge, personnel and technologies from developed countries.

COMSTECH aims to strengthen cooperation among the OIC Member States in science, technology and innovation (STI), and enhance their individual and collective capacities in STI, as well as cultivate a culture of science appreciation in all echelons of the OIC societies. In short, COMSTECH essentially works to harness the power of STI for socioeconomic progress, and economic well-being.

The COMSTECH Scientific Advisory Council (COMSTECH-SAC) 2020, is launched along the following guidelines

COMSTECH-SAC’s aims to become a forum for STI policy advisors and STI practitioners to share experience, build capacities, and primarily develop approaches to the use of scientific evidence in informing policy at all levels of government, primarily in OIC countries.

The COMSTECH-SAC shall be an advisory group of leading experts, nominated and invited by the Coordinator General COMSTECH to:

1. Upon the request of OIC member states, and the directive of the Coordinator General COMSTECH, assist OIC member countries to build up their science advisory capacity and develop appropriate science advisory mechanisms to complement their own national needs.
2. Propose a model STI advisory mechanism that COMSTECH can develop and promote and can be adapted by the OIC member countries.
3. Upon the request of OIC member countries, and the directive of the Coordinator General COMSTECH, offer advice and evidence-based counsel to member states of the OIC and OIC organizations on STI policies and activities.
4. Undertake reviews and consultations on national STI policies and strategies in OIC member countries.
5. Organize outreach meetings to share experiences and best practices in the domain of science advice to governments, policy-makers and other stakeholders, in cooperation with similar networks from around the world.
