تم إطلاق برنامج COMSTECH-ICGEB في يناير ٢٠٢٢ ، والذي يقدم منحا بحثية و زمالات و برنامج أستاذ زائر لتنظيم ورش عمل في التقنيات الناشئة لبناء قدرات دول منظمة التعاون الإسلامي في مختلف جوانب التكنولوجيا الحيوية والهندسة الوراثية.

وبموجب هذا البرنامج المشترك، تم تمويل ١١ مشروعًا بحثيًا تعاونيًا (CRPs) في الفترة ٢٠٢٢-٢٠٢٣بقيمة ٢٠٠,٠٠٠ يورو. ومن بين هذه المنح الأحد عشر، حصلت خمس  منح على مبلغ ٢٠,٠٠٠ يورو لكل منها، في حين منحت خمس منها علي مبلغ ١٧,٠٠٠ يورو لكل منها، وحصل مشروع واحد على ١٥,٠٠٠ يورو. تم الإنتهاء من بعض هذه المشاريع بنجاح والبعض الآخر قيد التنفيذ سيتم الإنتهاء منه بحلول أغسطس ٢٠٢٥. وقد تلقى هذه المنح عدد باحث واحد لكل من الجزائر ، مصر ، إيران ، الأردن ،الكويت ،تونس وتركيا ،بينما حصل عدد باحثان من ماليزيا وإثنين من باكستان علي هذه المنحة  تم إيلاء إهتمام خاص للتوازن بين الجنسين وحصلت ٤٥٪ (٥ مشاريع) من العالمات على هذه المنح من أصل ١١.

الجزء الثاني من هذا البرنامج كان عبارة عن الزمالات. تم تقسيم هذا الجزء إلى قسمين – الأول عبارة عن زمالات قصيرة الأجل إنضم بموجبها الحاصلين علي الزمالات إلى مختبرات المركز الدولي للهندسة الوراثية والتكنولوجيا الحيوية (ICGEB) للقيام بعملهم البحثي، والثاني هو الإستفادة من خطط التنقل بين بلدان الجنوب.

في الزمالات قصيرة المدى في ICGEB، تم منح ٨ زمالات حيث تم منح زمالتين لباحثين من الكاميرون وأيضا إثنين لباحثين من نيجيريا وعدد زمالة لباحث واحد لكل من مصر ، إيران ، الأردن و باكستان. مُنحت خمس من أصل ثماني زمالات للعالمات. لأسباب شخصية تخلى ٣ من الحاصلين علي الزمالة عن هذه الفرصة. أما الخمسة المتبقية فهي قيد التنفيذ وسيتم الإنتهاء منها بحلول أغسطس ٢٠٢٥.

في المستوى الثاني من عروض الزمالات – زمالات SMART (التنقل بين الجنوب والجنوب)، تم تقديم ست منح دراسية. حصل عليها باحثون من الكاميرون ،مصر ،العراق ،نيجيريا ،السودان وتونس على هذه الزمالات للانضمام إلى مؤسسات العمل البحثي في ​​المجر وجنوب إفريقيا والمملكة العربية السعودية والجزائر وزيمبابوي وتركيا. لأسباب غير متوقعة، تخلى أحد الحاصلين علي الزمالة عن هذه الفرصة. فازت عالمتان بزمالتين من بين هؤلاء الستة.

في قطاع الزمالات، تم منح إجمالي ١٤ زمالة، تخلى ٤ من بين الحاصلين علي الزمالة عن الفرصة، و١٠ زمالات قيد التنفيذ، حيث إكتمل بعضها وسيكتمل الباقي بحلول أغسطس ٢٠٢٥.

وكان الجزء الثالث من هذا البرنامج المشترك هو تنظيم ورش عمل حول التقنيات الناشئة لبناء قدرات دول منظمة التعاون الإسلامي. ومن المقرر تنظيم ثلاث ورش عمل في ماليزيا ونيجيريا وباكستان. تم تنظيم حدثين الذي قُرر عقدهما في نيجيريا وماليزيا بنجاح في فبراير وأغسطس ٢٠٢٤ على التوالي، ولم يتسن تنظيم الحدث الثالث.

يقع مقر المركز الدولي للهندسة الوراثية والتكنولوجيا الحيوية (ICGEB) في تريست (إيطاليا) وديربان (جنوب إفريقيا) ونيودلهي (الهند) . كومستك هي لجنة وزارية دائمة تابعة لمنظمة التعاون الإسلامي للتعاون العلمي والتكنولوجي ومقرها في إسلام أباد ، باكستان.

OIC – COMSTECH & The University of Lahore

COMSTECH, The Ministerial Standing Committee on Scientific and Technological Cooperation of the OIC, is committed to promoting higher education, research and capacity building of OIC member states. It has started several programs focusing on building capacity of member states in areas of science, Technology, and Health particularly.

COMSTECH and The University of Lahore has launched a special collaborative program offering exclusive scholarships in Associate Degree Program (ADP) in Biomedical Engineering Technology, and Embedded Systems (2.5 years with pathway to BS) for Africa. 25 Scholarships in each program are available. These scholarships are offered to candidates from OIC Member States in Africa and Muslim Minorities in other countries in Africa.

The QS World University Ranking, Sustainability 2025 has ranked The University of Lahore (UoL) among the top 500 universities globally. The UoL has market-driven curriculum, excellent teaching and learning, robust applied and academic research, and efficient management systems. The UoL is distinguished member of COMSTECH Consortium of Excellence.

Benefits

COMSTECH secretariat and UOL will cover the following expenses for scholarships:

• 1 economy class round trip from applicant home and host institution for the whole scholarship period
• Local transport for airport pick up and drop off.
• Host institutions will provide tuition fee waiver for the students of full degree programs

Eligibility:

• Having 12 years of Education in Science/ Comp. Science.
• Citizen of OIC member country of Africa, Muslim Minority in other country in Africa.

Duration of Award

Introduction

The COMSTECH Youth Leaders Program (CYLP) is a groundbreaking initiative by the Standing Committee on Scientific and Technological Cooperation of the Organization of Islamic Cooperation (COMSTECH). The program is designed to empower and equip the youth of OIC member states with the skills, knowledge, and opportunities necessary to lead advancements in science, technology, and socio-economic development.

In alignment with the global Sustainable Development Goals (SDGs) and the developmental needs of OIC member states, the CYLP provides a unique platform for young professionals to work at OIC-COMSTECH Secretariat for a period of 3-6 month. This initiative will enable them to engage with policy issues, develop innovative solutions, and foster collaborations, and propose activities which promote S&T cooperation among OIC member states that address pressing global challenges.

Focus Areas

The CYLP will concentrate on policy issues and activities related to the following priority areas:

Sustainable Agriculture and Food Security, Environment and Climate Change, Renewable Energy, Future Technologies, Manufacturing (CAD & CAM), Science Communication, S&T Policy, Water Resource Management, etc

Program Objectives

The CYLP aims to achieve the following key objectives:

• Empowering Future Leaders: Equip young professionals with advanced skills and global perspectives to take on leadership roles in their fields.
• Promoting Innovation: Encourage the development of creative solutions to address global challenges, including climate change, poverty, and education access.
• Strengthening Collaboration: Build networks among institutions and scientists across OIC member states to facilitate the exchange of experiences, knowledge, and best practices.
• Fostering Inclusivity: Ensure representation from diverse social, economic, and gender backgrounds, creating an equitable platform for sustainable growth.

Eligibility Criteria

The CYLP is open to candidates who meet the following criteria:

• Age: Below 35 years.
• Education: 16 years or above
• Applicants must be from an OIC Member Country
• Proficiency in English, Arabi or French is essential.
• Commitment: Willingness to commit to a 3–6-month training program at OIC-COMSTECH Islamabad, Pakistan.

Expected Outcomes

• Capacity Building: Young leaders equipped with the tools and expertise to drive change in their home countries.
• Policy Advancement: Enhanced policymaking capabilities in critical areas.

المقدمة:

تمتلك الدول الأعضاء في منظمة التعاون الإسلامي خبرات فنية وفيرة وقدرات بشرية متخصصة في مختلف القطاعات التنموية. ومع ذلك، تكشف الدراسات الميدانية وتقارير المسح أن هذه الكفاءات الوطنية والقدرات المحلية لا يتم استغلالها بشكل مستمر إلى أقصى إمكاناتها، سواء على المستوى المحلي أو من حيث التعاون الإقليمي والدولي. ويؤثر هذا القصور في  الاستغلال الغير الكافي للموارد البشرية المتاحة سلبًا على تقدم التنمية المستدامة في هذه الدول ويؤدي إلى تفاقم مشكلة هجرة العقول، حيث يجد الأفراد صعوبة في العثور على بيئات مناسبة لتحقيق تطلعاتهم.

المنظومة المتخصصة للقدرات البشرية في الدول الأعضاء بمنظمة التعاون الإسلامي تتميز ليس فقط بالقدرات التقنية ولكن أيضًا بالتنوع والتكامل. إذ يشمل هذا الرصيد الجماعي من الخبرات مجموعة واسعة من الإحتياجات التقنية الضرورية لعملية التنمية. ومن هنا تبرز الحاجة المتزايدة إلى مبادرة عملية فعالة من حيث التكلفة ، مركزة، قابلة للتحديث الدوري ومتكاملة مع الهياكل الحكومية وأولويات السياسات. وينبغي لهذه المبادرة أن تعطي الأولوية لتبادل الخبرات الفنية بين الدول الأعضاء في منظمة التعاون الإسلاميمعتمدتا علي النهج طوعي الغير نقدي لتعزيز التعاون.

من خلال برنامج “خدمة خبراء الكومستك” تهدف اللجنة الدائمة للتعاون العلمي والتكنولوجي COMSTECH إلى إنشاء منصة تضم شبكة قوية من الخبراء الفنيين، بما في ذلك المهندسين والتقنيين والفنيين والمهنيين. سيقوم هؤلاء الخبراء بتنظيم جلسات تدريبية عملية وتبادل المعرفة في مختلف المجالات الفنية داخل الدول الأعضاء في منظمة التعاون الإسلامي، مع التركيز على تلبية إحتياجات التشغيل والصيانة وحل مشكلات المعدات العلمية والبحثية المتقدمة ، فضلاً عن أدوات البرمجيات. ستكون هذه الخدمة مصممة خصيصًا لتلبية المتطلبات واحتياجات الجهات المستفيدة ، والتي قد تشمل الجامعات و المؤسسات البحثية و الشركات الخاصة أو المختبرات. تهدف هذه المبادرة إلى تعزيز التعاون، دعم التنمية المستدامة، وتعزيز القدرات الفنية للدول الأعضاء في منظمة التعاون الإسلامي.

الأهداف:

• تمكين نقل الخبرات الفنية وأفضل الممارسات والحلول المبتكرة بين الدول الأعضاء في منظمة التعاون الإسلامي.
• بناء وتعزيز القدرات الفنية للدول الأعضاء في منظمة التعاون الإسلامي من خلال التدريب العملي وبرامج بناء القدرات ومبادرات نقل التكنولوجيا.
• إنشاء شبكة من الخبراء والمهندسين والفنيين في مختلف دول منظمة التعاون الإسلامي لتسهيل التعاون المستمر وتبادل المعرفة والتعلم بين الأقران.
• تلبية الإحتياجات القطاعية والأولويات الإستراتيجية داخل الدول الأعضاء من خلال تقييم الإحتياجات وتقديم الخدمات المتخصصة وفقًا لذلك.
• تيسير الوصول إلى الخدمات التقنية المتخصصة والمتقدمة غير المتوفرة محليًا، وبالتالي تقليل التكاليف المرتبطة بالحصول على هذه الخدمات.
• تعزيز التعاون والشراكات بين الدول الأعضاء في منظمة التعاون الإسلامي من خلال الإستفادة من الخبرات والموارد المتاحة داخل مجتمع منظمة التعاون الإسلامي لتحقيق المنفعة المتبادلة.
• ترسيخ قيم التطوع والعمل الخيري والتضامن، مع التركيز على المسؤولية الإجتماعية والإنسانية المشتركة.

مجالات التعاون:

إن نطاق التعاون المتبادل بين الدول الأعضاء داخل هذه المنصة يتحدد وفقاً لأولويات كل دولة وإحتياجاتها الفورية والمستمرة. وفيما يلي، نستعرض العديد من المجالات التي يمكن أن تكون محط التركيز الأولي للمنصة:.

• الهندسة الطبية الحيوية/الصحة: المعدات الطبية المتطورة مثل أجهزة الرنين المغناطيسي، وأجهزة التصوير المقطعي ، وأجهزة مراقبة الصحة، وأنظمة إدارة المستشفيات، والطب عن بعد/الصحة الإلكترونية، والادوات والأجهزة المخبرية.
• الصناعات التحويلية: معدات التصنيع عالية التقنية بما في ذلك آلات CNC، والروبوتات، وأنظمة التشغيل الآلي.
• علوم الطاقة المتجددة وتطبيقاتها: معدات الطاقة المتجددة مثل الألواح الشمسية وتوربينات الرياح ومفاعلات الكتلة الحيوية،
• علوم الهندسية: الآلات المتقدمة في الهندسة الميكانيكية والكهربائية والكيميائية وهندسة المواد والتي تتطلب صيانة متخصصة وإستكشاف الأعطال وإصلاحها.
  – هندسة السيارات: صيانة وإصلاح أنظمة السيارات والمركبات الكهربائية وتكنولوجيا المركبات ذاتية القيادة.
  – هندسة الطيران والفضاء: تشغيل وصيانة أنظمة الطائرات والطائرات بدون طيار (الدرونز)ومعدات إستكشاف الفضاء.
  – الهندسة البحرية : صيانة أنظمة السفن والروبوتات تحت الماء ومنشآت الطاقة المتجددة البحرية.
  – التعدين والمعادن: تشغيل معدات التعدين وآلات معالجة الخام وأدوات تصنيع المعادن.
• صناعة تكنولوجيا المعلومات: البنية التحتية لتكنولوجيا المعلومات بما في ذلك الخوادم ومعدات الشبكات وأنظمة البرمجيات المعقدة.
• العلوم الزراعية وتطبيقاتها: معدات متخصصة لتحليل التربة، ومراقبة المحاصيل، والزراعة الدقيقة، وإدارة النفايات، والحفاظ على الأراضي.
• التوسع الحضري والمدن الذكية: تقنيات مثل أجهزة إنترنت الأشياء (IoT) وشبكات الإستشعار والبنية التحتية المستدامة.
• الهندسة المعمارية: برامج ومعدات متقدمة مثل نمذجة معلومات البناء (BIM) والطابعات ثلاثية الأبعاد.

• الإتصالات: تركيب وصيانة البنية التحتية للإتصالات، بما في ذلك كابلات الألياف الضوئية، وأبراج الهواتف الخلوية، وأنظمة الأقمار الصناعية.

الآليات:

ستقوم الكومستك بتحديد الخبير بناءً على تقييم إحتياجات المستفيد. وستتحمل الكومستك تكاليف السفر الجوي للخبير علي الدرجة الاقتصادية بينما ستوفر المؤسسة المستفيدة/المضيفة تقديم كافة الخدمات المحلية بما في ذلك الإقامة الفندقية والنقل الداخلي والوجبات.

Background:

Conflicts around the world have led to the displacement of millions of people, resulting in a significant impact on research and higher education for those affected. Armed conflicts, civil wars, political instability, and persecution force people to flee their homes and seek refuge in other countries or within their own borders. Many refugees were involved in research or higher education in their home countries prior to displacement. The conflict disrupts their research projects, academic careers, and scientific contributions.

This program aims to support displaced and refugee scientists to stay up-to-date in their field, maintain meaningful careers, and be in a position to help rebuild their countries, once conditions allow. Until then, these professionals can be valuable assets for the countries in which they arrive.

Furthermore, this program aims to provide displaced and refugee scholars and scientists who have not yet found a safe and long-term host country an opportunity to pursue their studies/research/degrees, at the prestigious University of Sargodha, Pakistan

Terms of the Scholarships

• Applicants should be displaced or refugee scholars and scientists:
  i. Currently living in any OIC Member State and holding the right to live and study in the respective country. OR
  ii. Able to travel to Pakistan.
  Please note that the program is not suitable for scholars at risk who need specific assistance to leave their home country. Awardees are responsible for arranging the logistics and safety of their own relocation.
• Those travelling from outside Pakistan will be eligible for one economy class return air ticket for the entire duration of the fellowship/degree.
• Applicants who hold citizenship or permanent residency in Pakistan or in safe third countries are not eligible to apply.
• The fellowships are offered for a maximum duration of six months.
• The University of Sargodha will provide free accommodation for the selected candidates.

Target beneficiaries

• Students. young researchers, scholars, scientists (enrolled in PhD, Masters, undergraduate programmes or involved in active research) are eligible for this programme.
• Technical personnel’s working for S&T and Engineering laboratories (For technicians training programme).

 Duration of Award

The duration of Full Degree Program, Fellowship and Short-term Training will be covered under this award. Duration can be extended with mutual agreement of host institution and COMSTECH secretariat.

Benefits

COMSTECH Award for Excellence in Science Communication

This award is being announced for the first time. It is awarded to individuals and institutions in OIC countries engaged in impactful science communication and outreach activities. Outstanding contributions to science communication in academia, journalism, outreach and film making will be recognized. The award carries a certificate, shield of honour, and cash prize of US$ 2,500.

IMPORTANT:

Nominations for the COMSTECH Awards 2025 are invited from science academies, national research councils, universities, research institutions, and internationally distinguished scientists who are citizens of, and working in, OIC member states. Nominations will be judged by the panels of distinguished scientists/experts in relevant field appointed by Coordinator General COMSTECH.

A signed cover letter by the nominating agency/applicant along with softcopies of the relevant nomination papers be sent to COMSTECH Secretariat (awards@comstech.org). Nominations should clearly state the contributions made in the field for which the prize would be given. The nominations must be submitted in the English language and English translation of the related documents must be accompanied along with the following documents.

• CV (no longer than 4000 words)
• List of Publications
• Endorsement letter from the Head of Institution

OIC-COMSTECH, the Ministerial Standing Committee on Scientific and Technological Cooperation of the OIC (Organization of Islamic Cooperation), was established by the Third Islamic Summit of OIC held at Makkah, Saudi Arabia, in January 1981. The President of Pakistan is the Chairman of COMSTECH. The core mandate of COMSTECH is to strengthen cooperation among OIC Member States in science and technology (S&T) and enhance their capabilities through training in emerging areas, undertake follow-up-actions and implementation of the resolutions of the OIC, and to draw up programs and submit proposals designed to increase the capability of the Muslim countries in science and technology (S&T). The ultimate aim is to build and nourish a scientific culture in addition to using S&T as a major contributor to socio-economic development and rapid industrialization.

Introduction to Gourmet:

Gourmet Foods is among the largest retail chains of food products in the South Asia, with headquarters in Lahore, Pakistan. It has seven processing units across the country and over 100 stores in Lahore only. The company was founded by a visionary entrepreneur Mr. Muhammad Nawaz Chattha in 1987. It has outlets in throughout Pakistan, and has been providing quality products to its customers.

Gourmet is a fast-growing company that started with bakery retail business and then expanded horizontally. Now Gourmet is engaged in different industries such as Beverages, Banking, Catering, Construction, Sugar Mills, Restaurants, Agriculture and News Network. Gourmet also has strong R&D units in the field of food processing, and agriculture.

Objectives:

The objective of the COMSTECH-Gourmet Industrial Internship Program is to foster innovation and research and development (R&D) across diverse industrial sectors, including food processing, engineering, plant operations, recycling, and so forth. This program aims to provide interns with hands-on experience and exposure to cutting-edge technologies and methodologies, thereby enhancing their practical skills and theoretical knowledge. By engaging in real-world projects, interns will contribute to the advancement of industrial processes and the development of sustainable solutions, ultimately driving technological innovation and improving operational efficiencies in the fields of human nutrition and value addition.

Areas of Research:

1- Food Industry: Bakery, Dairy, Ice Cream, Confectionary, Sweets, Beverages.

Production Processes:

• Gain hands-on experience in the production processes of bakery, dairy, ice cream, confectionary, sweets, and Beverages.
• Exposure to new product development and quality control measures across all segments.

Supply Chain Management:

• Understand the supply chain processes from production to retail.
• Analyze logistics, including cold chain logistics for ice cream, to ensure product quality and availability.

Sales and Distribution:

• Investigate the sales processes to distributors and retailers, considering margins and market dynamics.
• Study the order-to-shipping operations to ensure fresh product availability at retail outlets while minimizing expiry and damages.

2- Plant Utilities

To understand the operations of following utilities at production plant

• Boiler
• Power House
• Ammonia Compressor
• Air Compressor etc.

3- Preform Production

• Supply Chain of its raw material till finished goods availability to beverages production plants.

4- Shrink-film

• Supply Chain of its raw material till finished goods availability to beverages production plants.

5- RPET

• Supply Chain process to understand its raw material availability and its finish goods supply.

6- Sugar Mill

• Exposure to sugar supply chain and logistics considering cane procurement to sugar sales.

7- News Network Division:

• Insight into media production and broadcasting.

Terms of the Internship

• Applicants must be from an OIC Member Country.
• Those travelling from outside Pakistan will be eligible for one economy class return air ticket for the entire duration of the Internship.
• Accommodation and meals will be provided to the selected candidates.

SESAME (Synchrotron-light for Experimental Science and Applications in the Middle East), a 3rd Generation 2.5 GeV SR facility was established in Jordan through financial support from UNESCO and Member States. It is a cooperative venture by scientists and governments of the region set up on the model of CERN (European Organization for Nuclear Research) although it has very different scientific aims. Since 26 February 2019 when SESAME’s solar power plant was inaugurated, SESAME is the world’s first large accelerator complex to be fully powered by renewable energy, thus making it the world’s first carbon neutral accelerator laboratory. This makes SESAME economically, as well as environmentally sustainable.

There are following Beamlines at SESAME

1. BM02 – IR (Infrared) spectromicroscopy beamline – this beamline started hosting users on 4 November 2018
2. BM08 – XAFS/XRF (X-ray Absorption Fine Structure/X-ray Fluorescence) spectroscopy beamline – this beamline started hosting users on 17 July 2018
3. ID09 – MS/XPD (Materials Science/X-ray Powder Diffraction) beamline – this beamline started hosting users on 17 December 2020
4. ID10 – BEATS (Beamline for Tomography at SESAME) – this beamline is now open to proposals.
5. ID11L – HESEB (HElmholtz-SESAME Beamline)  – this beamline is now open to proposals.

Opportunity for researchers from OIC member states:

The users, with diverse cultural, political, and religious backgrounds can interact on scientific issues and through this build cross-border scientific collaboration, dialogue and understanding. SESAME and COMSTECH are jointly supporting scientists from OIC member states to conduct experiments at SESAME to provide opportunities for collaborative utilization of the SESAME beamlines for a variety of research applications. COMSTECH is offering travel grants annually to SESAME users from OIC member states, especially from Least Developed countries (LDC).  

Eligibility criteria:

• Must have an acceptance from SESAME for proposal to use beamline
• Must be a citizen of an OIC member state
• Must have a valid passport.

COMSTECH will offer:

• International low-cost airfare for one return ticket to Jordan
• Visa costs to be borne by the candidate himself
