OIC-COMSTECH, the Ministerial Standing Committee on Scientific and Technological Cooperation of the OIC (Organization of Islamic Cooperation), was established by the Third Islamic Summit of OIC held at Makkah, Saudi Arabia, in January 1981. The President of Pakistan is the Chairman of OIC-COMSTECH. The core mandate of OIC-COMSTECH is to strengthen cooperation among OIC Member States in science and technology (S&T) and enhance their capabilities through training in emerging areas, undertake follow-up-actions and implementation of the resolutions of the OIC, and to draw up programs and submit proposals designed to increase the capability of the Muslim countries in science and technology (S&T). The ultimate aim is to build and nourish a scientific culture in addition to using S&T as a major contributor to socio-economic development and rapid industrialization.

Background:
The Organization of Islamic Cooperation consists of 57 countries which accounts for 1.9 billion of the global population. A large number of these countries are faced with various challenges, such as poverty, food insecurity, climate change and lack of health facilities. However, one common factor remains in all that they lag far behind in science, technology and innovation in comparison to the developed world. Among these, one issue of prime importance is the need for trained researchers and technical personnels in various fields of science and technology with emphasis on health.
To meet the above stated challenges, the Hunan University of Chinese Medicine (HUCM) and OIC- COMSTECH will join hands to offer technicians training.
Objective:
To overcome the lack of trained researchers in the OIC member states, COSMTECH (the Ministerial Standing Committee on Scientific and Technological Cooperation of the OIC (Organization of Islamic Cooperation)), in collaboration with top ranked university of China, HUCM, proposes technicians training program to provide hands on training on various medical and STEM fields for S &T capacity building.
Through this collaboration, 20 technicians will be trained at various research centers, and laboratories of HUCM. Technicians will be trained for 2-4 weeks at the various labs/ centers of HUCM.
Target Beneficiaries:
This program will benefit researchers and technicians/technologists working in instrumentation sections/laboratories, facilities of teaching institutions, hospitals, R&D laboratories and those who are in need of research training on various or specific sophisticated scientific instruments being used in their relevant fields.
Eligibility Criteria:
For technicians training: The candidate should hold at least diploma of associate engineering, engineering technologist, lab technologist, students at least holding MS degree in STEM fields and laboratory science involved with sophisticated scientific equipment in various STEM fields.
The candidate must be a regular employee (endorsed by the institution) of parent university, hospital or research institution.
Age limit is 28- 40 years.
Nationals of OIC member and observer states can apply.
The candidate must sign an agreement with parent institution to serve the parent institution for at least one year on completion of training.
Preference is given to women applicants and those working in Least Developed OIC Countries (LDCs) of the OIC member countries.
Benefits of Training:
The research fellow/trainee will be provided with international low-cost airfare, visa fee by COMSTECH.

أطلقت الكومستيك بالتعاون مع سفارة الجمهورية اليمنية في إسلام أباد “برنامج COMSTECH-CCoE اليمن” في يونيو ٢٠٢٢ لبناء قدرات العلماء اليمنيين. حيث عقد سعادة محمد مطهر العشبي سفير اليمن بباكستان سلسلة من الإجتماعات مع المنسق العام للكومستيك لبدء هذا البرنامج.
في المرحلة الأولى ، قدمت الكومستيك ٥٠ منحة دراسية للمواطنين اليمنيين. تم تقديم هذه المنح من قبل المركز الدولي للعلوم الكيميائية والبيولوجية (ICCBS) (جامعة كراتشي) ، جامعة لاهور (لاهور) ، أكاديمية الخدمات الصحية (HSA) (إسلام أباد) – المؤسسات الأعضاء في إتحاد التميز للكومستيك (CCoE).
في المرحلة الأولى ، أكمل ١٧ باحثا بنجاح زمالاتهم في المؤسسات المعنية ، وعادوا إلى اليمن لخدمة الوطن.
ومن بين هذه الزمالات السبعة عشر ، تم إجراء أحد عشر زمالة في جامعة لاهور وعدد ثلاثة زمالات لكل من المركز الدولي للعلوم الكيميائية والبيولوجية (ICCBS) (جامعة كراتشي) و أكاديمية الخدمات الصحية (HSA) . و في المرحلة الثانية ، قدمت الكومستيك ١٨ منحة دراسية أخرى وحدثين تدريبيين ميدانيين في اليمن في مجالات الصحة والزراعة والمناخ بدعم كلا من جامعة لاهور ، المركز الدولي للعلوم الكيميائية والبيولوجية (ICCBS) ، أكاديمية الخدمات الصحية ، جامعة السند الزراعية تاندوجام ، المركز الوطني للبحوث الزراعية ، جامعة الإدارة والتكنولوجيا ، جامعة سارقودا والجامعة العليا.
تم إطلاق برنامج COMSTECH-ICGEB في يناير ٢٠٢٢ ، والذي يقدم منحا بحثية و زمالات و برنامج أستاذ زائر لتنظيم ورش عمل في التقنيات الناشئة لبناء قدرات دول منظمة التعاون الإسلامي في مختلف جوانب التكنولوجيا الحيوية والهندسة الوراثية.
وبموجب هذا البرنامج المشترك، تم تمويل ١١ مشروعًا بحثيًا تعاونيًا (CRPs) في الفترة ٢٠٢٢-٢٠٢٣بقيمة ٢٠٠,٠٠٠ يورو. ومن بين هذه المنح الأحد عشر، حصلت خمس منح على مبلغ ٢٠,٠٠٠ يورو لكل منها، في حين منحت خمس منها علي مبلغ ١٧,٠٠٠ يورو لكل منها، وحصل مشروع واحد على ١٥,٠٠٠ يورو. تم الإنتهاء من بعض هذه المشاريع بنجاح والبعض الآخر قيد التنفيذ سيتم الإنتهاء منه بحلول أغسطس ٢٠٢٥. وقد تلقى هذه المنح عدد باحث واحد لكل من الجزائر ، مصر ، إيران ، الأردن ،الكويت ،تونس وتركيا ،بينما حصل عدد باحثان من ماليزيا وإثنين من باكستان علي هذه المنحة تم إيلاء إهتمام خاص للتوازن بين الجنسين وحصلت ٤٥٪ (٥ مشاريع) من العالمات على هذه المنح من أصل ١١.
الجزء الثاني من هذا البرنامج كان عبارة عن الزمالات. تم تقسيم هذا الجزء إلى قسمين – الأول عبارة عن زمالات قصيرة الأجل إنضم بموجبها الحاصلين علي الزمالات إلى مختبرات المركز الدولي للهندسة الوراثية والتكنولوجيا الحيوية (ICGEB) للقيام بعملهم البحثي، والثاني هو الإستفادة من خطط التنقل بين بلدان الجنوب.
في الزمالات قصيرة المدى في ICGEB، تم منح ٨ زمالات حيث تم منح زمالتين لباحثين من الكاميرون وأيضا إثنين لباحثين من نيجيريا وعدد زمالة لباحث واحد لكل من مصر ، إيران ، الأردن و باكستان. مُنحت خمس من أصل ثماني زمالات للعالمات. لأسباب شخصية تخلى ٣ من الحاصلين علي الزمالة عن هذه الفرصة. أما الخمسة المتبقية فهي قيد التنفيذ وسيتم الإنتهاء منها بحلول أغسطس ٢٠٢٥.
في المستوى الثاني من عروض الزمالات – زمالات SMART (التنقل بين الجنوب والجنوب)، تم تقديم ست منح دراسية. حصل عليها باحثون من الكاميرون ،مصر ،العراق ،نيجيريا ،السودان وتونس على هذه الزمالات للانضمام إلى مؤسسات العمل البحثي في المجر وجنوب إفريقيا والمملكة العربية السعودية والجزائر وزيمبابوي وتركيا. لأسباب غير متوقعة، تخلى أحد الحاصلين علي الزمالة عن هذه الفرصة. فازت عالمتان بزمالتين من بين هؤلاء الستة.
في قطاع الزمالات، تم منح إجمالي ١٤ زمالة، تخلى ٤ من بين الحاصلين علي الزمالة عن الفرصة، و١٠ زمالات قيد التنفيذ، حيث إكتمل بعضها وسيكتمل الباقي بحلول أغسطس ٢٠٢٥.
وكان الجزء الثالث من هذا البرنامج المشترك هو تنظيم ورش عمل حول التقنيات الناشئة لبناء قدرات دول منظمة التعاون الإسلامي. ومن المقرر تنظيم ثلاث ورش عمل في ماليزيا ونيجيريا وباكستان. تم تنظيم حدثين الذي قُرر عقدهما في نيجيريا وماليزيا بنجاح في فبراير وأغسطس ٢٠٢٤ على التوالي، ولم يتسن تنظيم الحدث الثالث.
يقع مقر المركز الدولي للهندسة الوراثية والتكنولوجيا الحيوية (ICGEB) في تريست (إيطاليا) وديربان (جنوب إفريقيا) ونيودلهي (الهند) . كومستك هي لجنة وزارية دائمة تابعة لمنظمة التعاون الإسلامي للتعاون العلمي والتكنولوجي ومقرها في إسلام أباد ، باكستان.

Conflicts around the world have led to the displacement of millions of people, resulting in a significant impact on research and higher education for those affected. Armed conflicts, civil wars, political instability, and persecution force people to flee their homes and seek refuge in other countries or within their own borders. Many refugees were involved in research or higher education in their home countries prior to displacement. The conflict disrupts their research projects, academic careers, and scientific contributions.
This program aims to support displaced and refugee scientists to stay up-to-date in their field, maintain meaningful careers, and be in a position to help rebuild their countries, once conditions allow. Until then, these professionals can be valuable assets for the countries in which they arrive.
